In September 1788, the Convention of North Carolina put issued a Declaration Of Rights to be put before the Congress, prior to it ratifying the US Constitution.
The Annual Register also includes entries on the Ratification of the US Constitution by the Convention Of Virginia, and Parliament’s 1788 Slave Act.
